The community is invited to participate in the meetings of the ad hoc advisory committee on the 2022 charter

EL PASO, Texas (KTSM) — The ad hoc City Charter Advisory Committee has begun holding bi-weekly meetings to discuss proposed changes to the El Paso City Charter.

The next Ad Hoc Charter Advisory Committee meeting will be held virtually at 3:30 p.m. on Thursday, March 10.

“The City Charter serves to define the essential organization, powers, functions and procedures of the City. The Charter is comparable to the United States Constitution and is the municipality‘s most fundamental legal document,” the officials explained.

The Charter website includes the resolution of Council establishing the committee, the list of the nine members of the Committee, the agendas, the minutes, the current Municipal Charter.

The website also provides details of Charter provisions approved by City Council for consideration.

The committee will review proposed changes submitted by City Council and consider public comments regarding potential changes to the charter, including revisions that:

  • implement cost-saving measures;
  • eliminate redundancies and inefficiencies or costly obligations;
  • continue to modernize and streamline government operations; and
  • other changes and improvements as Council, City staff and the Committee deem appropriate.

The Committee’s final recommendations on the proposed amendments will be presented to City Council in June.

The Council may then make any changes and adopt an ordinance ordering an election of the Charter by ballot on November 8, 2022.

Voters will then have the opportunity to vote on the proposed amendments to the city charter.
